It's Takuwan Taro

Here is Tarō Ogawa (yes, he is a Cortex with a Japanese name, same as I), nicknamed "Takuwan Tarō" because he and R. Shiraiki's cousin created and founded the organisation known as the Takuwan, a security organisation based in Okinawa.
